It is with deep sadness and loving remembrance that we announce the passing of Ruth Elaine Billiot Phillips, of Slidell, La. She passed away peacefully in her home in Broadford, Virginia on Monday, June 8, 2026. Ruth was born in Houma, Louisiana to Lucien and Emma Billiot. She was 79 and the middle child out of 11.

She was preceded in death by her husband, Edmond Donald Phillips and her daughter, Lisa Marie Phillips, brothers, Willis Billiot, Eunice Billiot and Jimmy Billiot.

Ruth is Survived by her loving children Vincent Phillips (Mark) and Tina Boni (Richie); granddaughter Monica Miller (Dylan); sisters, Lena Murana, Carolyn Sims and Connie Waters and brothers; Edwin Billiot, Donald Billiot and Audley Billiot.

Ruth was a devoted mother, who cherished her children, granddaughter and sons-in-law (Mark and Richie). Her family was the center of her world, and she found the greatest joy in cherishing time with them, encouraging them and celebrating life's special moments together. She was a smart and hardworking woman who owned her own business and took great pride in her work. She was very much loved by her clients and was considered family.  She was an avid reader and had walls and walls lined with books to prove it! She was also a talented crocheter and loved creating handmade gifts and treasured keepsakes for family and friends. She loved music and could listen to her favorite songs for hours. Those who knew Mom will remember her great sense of humor, her strong commitment to her children and her loving spirit. She will be terribly missed. The love she shared with us will remain in our hearts forever. A mother's love is a gift that lasts beyond a lifetime. A private family memorial ceremony will be held at a later date.
